In my opinion from my personal use of making thumbnails I feel a thumbnail maker should have some or more of these attributes

  1. It must be easy to use. A simple drag and drop interface helps beginners as well as professionals to quickly create eye stunning thumbnails quickly for projects. 
  2. It should allow the user with no tech skills to do the job effortlessly
  3. It must be cheap
  4. It should be easy to save projects for future reference
  5. A Thumbnail app must allow the user to download thumbnails easily
  6. It should offer a good number of templates for thumbnails in popular niches
